Part 40607 is a part that's only purpose is to hold the rubber bands of the Xalax sets. Thus, it was released in 2001. It has no holes or anything else to attach parts on it so it can't be combined with any other pieces. It only appeared in Xalax sets and, oddly, in one Star Wars set.
