Mainpage Update

I have created a test page which includes the mainpage setup, and added an "Important Notices" section. That section would include messages, which are normally put into the Sitenotice, which is only visible for MonoBook users. The box is quite at the top of the page, making it easy to check if any new notices came up. The box should be cleaned from the older messages after a while, of course. The edit link could lead to a page called "Brickipedia:Important Notices". The box has a default height, so if less messages are added the box doesn't get too small. On the other hand, if there are more messages than the box is long it simply stretches to include all messages added.
