Skeletons are dead bones of minifigs and try to freak them out. They also attack in many Castle sets.
Mainly, they are victims of an attack, or attacking in Castle or Adventurers. Skeletons first appeared in 6036 Skeleton Surprise, and then moved on to Pirate sets and have recently appeared in Castle sets.

The form of the skeleton has slightly changed over the years. For instance, the first LEGO skeletons had arms with ball and socket joints which allowed them to move all the way out to the side and all the way around, while skeletons in later sets had arms with normal pivot joints (as on standard minifigures) that just moved up and down. Also, the faces changed in the Castle sets. Classic skeletons had round eye socket which gave them a neutral or even friendlier look to their faces than in the newer skeleton that had slanted ("evil") eyes.
