Yep, it's true. I just read in Nintendo Power that LEGO is making a game based on POTC to coincide with the new movie. Now, I wasn't able to find the article online, but I'll write it down here for you:

"Following in the square footsteps of Batman, Indiana Jones, an Anakin Skywalker, LEGO Pirates of the Caribbean: The Video Game will bring all of your favorite swashbuckling heroes to Wii in glorious LEGO goodness. Set to be released alongside Pirates of the Caribbean: On Stranger Tides in May, the game will cover the events of that film, as well as all of Jack Sparrows's previous adventures." -DAVID M.

Yep, that's exactly what it said, word for word. So if this is true, there may also be a LEGO theme to go with it. There was already a minifigure of him...LegoLoco wrote about it here: LegoLoco's Blog.
I personally will probably buy the game, it seems like it would be fun, not only that, but the LEGO games were great when the first LEGO Star Wars came out, and that was years ago....imagine NOW!
